Homewood awards bids for construction, computers, street work

Emergency vehicles in Homewood will get new computer equipment after the village board approved leasing agreements with Marlin Business Bank at its April 25 meeting.

A $25,167 lease pays for 22 Panasonic Toughbook computers for police and fire department vehicles. A $7,766 lease pays for six Microsoft Surface Pro tablets and four Motion Rugged tablets for fire department inspections and EMS services. Both leases will be renewed annually for three years, per the agreement.

According to a memo to Village Manager Jim Marino from IT manager Tim Stinnett, the computers currently in the emergency vehicles need frequent maintenance and the newer ones will offer better performance at a lower cost. The tablets are required for the new inspection and EMS software for the fire department. The iPads the department now uses will be distributed to other departments within the village government.

Besides the new computers, village board members approved a number of other bids and contracts at the meeting.

Continental Construction submitted the lowest bid for a ramp and stair replacement at the police department’s front entrance. The company’s bid was $87,700 and will be paid for with the proceeds from a 2014 bond sale.

The village will use Motor Fuel Tax funds to pay for $311,254.57 in street resurfacing in 2017. The board recommended the contract be awarded to D Construction from Coal City.

Resurfacing will be done on 191st Street from Riegel Road until the dead end, on Lyn Court from 186th Place to Riegel Road and on Argyle Avenue from 183rd Street to Heather Road.

Homewood, Flossmoor, Oak Forest and Orland Park put out a cooperative bid for concrete flatwork. Homewood acted as the lead agency for the project that includes sidewalk replacement, curb replacement, road patching and restoration. Davis Concrete Constructive Company was the low bidder at $259,785. Homewood’s portion of the work will cost $149,010. The bulk of that funding — $118,010 — will come from the general fund with the rest coming from the water fund.

A contract with Precision Pavement Markings for the village’s pavement marking program was renewed for 2017-2018. The Elgin-based company will mark pavement throughout Homewood at $1.12 per 12 inches of marking, $2.20 for letters and symbols and $1 per lineal foot of removal of previous markings. Those rates are the same as Homewood’s previous contract with Precision Payment Markings.
The village budgeted $160,000 for the work.
The board also approved the renewal of the street-sweeping contract with Illinois Central Sweeping of Blue Island. The firm will handle the sweeping in five residential and 15 commercial areas beginning May 1. The contract extends through April 30, 2018.
Illinois Central Sweeping won Homewood’s bidding process in April 2015, according to a memo to Marino from Public Works Director John Schaefer. That contract was renewable after two years, in one-year increments with a Consumer Price Index increase of 1.9 percent. Illinois Central Sweeping will charge the village $7,597.21 per residential sweep and $787.55 per commercial sweep. The village budgeted $70,000 in the general fund for street sweeping.
ServiceMaster by Prince will continue to provide custodial services for Homewood. The board recommended the renewal of the contract for another year for $34,816. ServiceMaster charges $181 per week for the village hall, $167 for the municipal service center, $195 for the police department, $70 for landscaping and maintenance and $61.25 for the science center.
