Homewood officials to discuss possible home rule limitations at Tuesday board meeting

At an informational meeting about home rule on Thursday, Village Manager Jim Marino noted that officials are aware of the concerns residents have about the potential for increased property taxes.

Home rule, if approved by voters, would give the village more power than it currently has to raise taxes and incur debt.

He said other communities have addressed those concerns by placing limitations on the municipality’s home rule authority, and on Tuesday night, he plans to present a range of options to the board of trustees. 

The meeting will be at 7:30 p.m. in village hall, 2020 Chestnut Road. Home rule issues will be discussed at the Tuesday, Nov. 28, meeting, too, and the board is expected to make a decision at its Dec. 12 meeting whether to place the issue on the March 2018 ballot.

In other business, trustees will consider a request for a liquor license from Grape & Grain, which is under new ownership.

Bill Frank, who purchased the business in late October, is requesting a general liquor license, and staff prepared an ordinance for the board to consider that establishes a new class 1A license.

The board will also consider changes to the municipal code that would rescind a requirement that trash and recycling containers be stored out of sight from the street and would amend the time limits on building permits.
