Park board adopts $13.25 million budget for 2018-19

The Homewood-Flossmoor Park District board of commissioners adopted the 2018-19 budget at its meeting Tuesday, May 15.
 
The district shows revenue at $13,251,638 marking an increase of $214,029 or 1.6 percent over the previous year. In the corporate fund, the district’s main operating fund, property tax revenues make up nearly 96 percent of total revenues, according to the park district’s budget statement. 
 
Other sources are user fees, program fees, bond proceeds and restaurant revenue from Wiley’s Grill.

Expenditures are at $14,164,353, a decrease of  $152,414 from the previous year. The decrease is attributable to a drop in salaries, benefits and capital expenses. The budget statement noted retirement of principal totaling $1.63 million in bonds to bring expenses to $12,390,095 and staying within the projected revenue.

Also at the meeting, commissioners adopted a new fee structure for the private tennis lessons program at the Racquet & Fitness Club.
 
The fees are being restructured into four tiers. Club Manager Eileen Rohrer said she investigated costs at other professional clubs and all are on a tier system. The system also would give the club’s instructors a chance to move up a tier to increase their pay.
 
The first level will be for a hitting partner at $30 an hour. This would be someone who has great skills but is not certificated as a pro or instructor, Rohrer said, noting there are ranked college tennis players who would be hitting partners. This opportunity will give them a chance to move into the ranks of pro.
 
The second tier is for a certified pro lesson at $38 an hour. Rohrer said there are seven club instructors that would fit in that rank, and three or four who would be classified experienced certified pro charging $48 an hour.

This new system would also create an elite pro rank available on demand. 
 

In other business, the board accepted a bid of $12,600 from American Sealcoating for resurfacing work at the Flossmoor Hills tennis courts, and a $3,600 bid from K-Brothers for fencing work there.
 
Commissioners elected Steve Johnson to serve a second year as president of the board, and Dallas Collins will continue as vice president.
