Flossmoor plans to sell a piece of land along Vollmer Road to a Dunkin’ Donuts franchise owner.
Village Manager Bridget Wachtel Monday proposed the terms of the sale of the property at 3608 Vollmer Road, on the northwest corner of Central Park Avenue, between Meijer and Governors Highway.
Wachtel told village board members that Shailesh Shaw will buy the parcel of land for $325,000, its full appraised value. He plans to relocate his current Dunkin’ Donuts location from just over one mile east at 3252 Vollmer Road in Olympia Fields.
“Because this is a vacant property, this is a win-win for the (land) developer and the village,” Wachtel said.
Watchel said that Shaw is also pursuing a franchise agreement to make the store into a Baskin-Robbins/Dunkin’ Donuts, offering ice cream in addition to doughnuts and coffee.
To complete the sale, final plans for the site must be approved by the village. Shaw has indicated he will request a Class 8 tax incentive from Cook County and possibly other incentives from the village.
The property at Vollmer and Central Park Avenue, which was acquired through Cook County’s No Cash Bid program, is seen as a key parcel in Flossmoor’s economic development efforts adjacent to the Meijer superstore.
Flossmoor owns 26.4 acres in the area east of Meijer and has been working with Cook County to acquire the deeds to four tax-delinquent parcels. The land at 3608 Vollmer Road is the first property the village has acquired through the county program.
Wachtel told the H-F Chronicle that the village expects to receive the title to three other parcels in the area in September.
Flossmoor has been working to acquire the properties for more than two years. In August 2016, the village board voted to retain an attorney considered to be an expert in the No Cash Bid program, which is designed to assist municipalities in acquiring title to tax-delinquent property.
According to the county, the program helps municipalities “transform parcels, through privately funded redevelopment and public works programs, into areas with new resources and an improved community environment.”
Under its economic development strategy, Flossmoor has planned to acquire a handful of tax-delinquent parcels for little or no cost to the village. That land will ultimately be sold to developers of retail businesses and other establishments that will bring tax revenues into the village.
Village officials have said developers are most interested in parcels where there are no remaining questions about ownership, and where they can begin their projects without any further delays.
